Senior Partnership Performance Officer – Southwark– Up to £250-£300PD

Role Details:

  • To adopt oversight and responsibility for the analytical, performance and quality requirements for the commissioning, compliance and management of existing services and the partnership and system interfaces within which the services operate. This includes the development, monitoring and review of qualitative and quantitative performance indicators and profiles through which efficiency, quality and best value are demonstrated, as well as the identification and exploration of discrepancies and the implementation of solutions in order to inform and improve the effectiveness of local service provision and to deliver better outcomes and reduce health inequalities for residents of all ages.
  • To undertake joint needs assessments through a review of local data, evidence and intelligence, to interpret and translate work products to support the development and design of local policy and strategic action plans and to undertake analysis, project management and research that improves local awareness and understanding of key cohorts, patterns and trends within the allocated work programme.
  • To play an integral role in the commissioning, procurement and tendering process by contributing to the preparation of documents and specifications, ensuring compliance with the relevant contract regulations and supporting the effective management of contracts through robust performance management and monitoring regimes. 
  • To maintain, monitor and report on local outcomes frameworks that comprise multiple strands of overarching strategies which shall be achieved by working across organisational, partnership and system footprints to source qualitative and quantitative information in a consistent and timely manner and analysing and interpreting evidence, intelligence, patterns and trends so as to support delivery and improvement.  
  • To maintain a strategic overview of contractual compliance and service / system performance for allocated work programmes and to contribute to the development and quality improvement of commissioned provision working closely with a range of council officers, partners and people with lived experience to deliver on these requirements.
  • To provide leadership for the partnership on qualitative and quantitative analysis, intelligence gathering and interpretation and to lead on operational delivery for the allocated work areas by developing intelligence networks to improve and maintain the efficiency, effectiveness and accessibility of evidence, information and intelligence.
  • To take ownership for producing a range of intelligence, project and performance reports and returns including analysis and interpretation of local evidence, intelligence and performance data, and proposing recommendations for development and improvement, including strategies, action plans and project proposals, that support partnership organisations to jointly identify how shared priorities should be addressed. There is a requirement to ensure that the lived experience and perceptions of local people are appropriately reflected throughout the delivery of work programmes in order to provide a sound narrative and statistical basis for commissioning, decision making and planning.
  • To develop a reporting schedule and attend key meetings to present intelligence, project and performance reports to a wide range of audiences including government bodies, formal partnership groups, provider contract reviews, cabinet member and councillor briefings, business unit meetings and public forums.
  • To work collaboratively with colleagues across the business unit and partnership to develop and maintain comprehensive, current quantitative and narrative problem profiles that are credible, dynamic and effective in developing communication and debate with bodies that generate or influence changes to the community safety and public health agendas.
  • To identify and agree appropriate data recording and information sharing mechanisms with a range of partnership organisations in order to support the delivery of evidence and intelligence-led work products, including due consideration given to collating, storing and transmit data in accordance with data protection, Caldicott Guardian, freedom of information systems and confidentiality principles.
  • To establish and maintain effective collaboration and partnership working relationships with a wide range of organisations and stakeholders to enable the operational and strategic delivery of work programmes to be maximised.
  • To provide support to facilitate the effective use of work products across organisational, partnership and system footprints to influence the deployment of resources and the delivery of activities in order to positive impact upon the lives of residents of all ages in the borough.
  • To carry out the duties and responsibilities of the job in accordance with the council’s Health and Safety Policy and relevant Health and Safety legislation and to demonstrate, through personal and professional example, a commitment to actively promote equality of opportunity for all and to anti-racist practice, and to challenge discrimination, racism, sexism and other forms of unjust behaviour through the application of the Council’s employment practices and procedures in accordance with relevant legislation. 
  • To be aware of the political complexities of the council and partnerships’ priorities that cut across cabinet member and other political portfolios and the implications for their allocated areas of responsibility and to seek to influence the development of local, regional and national policy in ways that support Southwark’s objectives and to promote the work of Southwark in relation to allocated work areas.
