Senior Data Insight And Performance Officer – Southwark– Up to £250-£300PD

Role Details:

  • To lead on the expert and specialist input for defined major analytical, data, digital, insight, outcomes measurement and performance programmes of the business unit and partnership, including chairing analytical focused meetings for the work programme.   
  • To take an operational and strategic lead on specific areas of the business unit and partnership’s analytical, data insight, outcomes measurement and performance work programme, supporting high quality commissioning, developing specialist analytical and data insight capacity and capability, and leading on the application of advanced and highly complex statistical approaches and techniques to data and intelligence, providing expert advice, interpretation and communication of findings.    
  • To work with other leads in the business unit, council and partnership to coordinate analytical, data insight, digital and performance input to planning and action on cross-cutting thematic work programmes and priorities.
  • To lead on and provide complex analytical, data insight and performance input to the development, production and completion of major reports and commissioning work programmes including contributing to the preparation of documents and specifications, ensuring compliance with the relevant contract regulations and supporting the effective management of contracts through oversight of robust performance management and monitoring regimes. 
  • To lead on the maintenance, monitoring and reporting of local outcome qualitative and quantitative frameworks that comprise multiple strands of overarching strategies through working across organisational, partnership and system footprints, and applying complex and technical analysis and interpretation to find meaning in evidence and intelligence, so as to effectively deliver and improve local provision.  
  • To maintain a strategic overview of contractual compliance and service / system performance for allocated work programmes and to contribute to the development and quality improvement of commissioned provision working closely with a range of key stakeholders to deliver on these requirements.
  • To provide leadership for the council and partnership on work programme analysis, intelligence gathering and interpretation supported by the development of intelligence networks to improve and maintain the efficiency, effectiveness and accessibility of information and intelligence.  
  • To produce a range of intelligence, project and performance reports and returns that influence the council and its partner organisations on how the deployment of shared priorities should be addressed. There is a requirement to ensure that the lived experience and perceptions of local people are reflected in order to provide a sound narrative and statistical basis for commissioning, decision making and planning.
  • To lead on the development of a reporting schedule and attend key meetings to present intelligence, project and performance reports to a wide range of audiences including government bodies, formal partnership groups, provider contract reviews, cabinet member and councillor briefings, business unit meetings and public forums.
  • To lead on the development and maintenance of comprehensive needs assessments and problem profiles that are credible, dynamic and effective in developing communication and debate with colleagues and partners that generate or influence changes to the work programme agenda.
  • To lead on the coordination of data recording and information sharing mechanisms with a range of partnership organisations in order to support the delivery of evidence and intelligence-led work products, including due consideration given to collating, storing and transmit data in accordance with legislation and confidentiality principles.
  • To proactively establish and maintain effective collaboration and partnership working relationships with a wide range of organisations and stakeholders to enable the operational and strategic delivery of work programmes to be maximised.
  • To develop effective work products that influence the deployment of resources across organisational, partnership and system footprints order to positively impact upon the lives of residents of all ages in the borough.
  • To be aware of political complexities and the implications for their allocated areas of responsibility, and to seek to influence the development of local, regional and national policy in ways that support Southwark’s objectives and to promote the work of Southwark in relation to allocated work areas.
